The lockpick mod does not have an ESP file, it's just one file that needs to be installed in Fallout4\Data\interface. So the INI-File changes should be enough to get it working. Are none of your other mods working?

You would only be able to access data via Wi-Fi. If the issue is slow data, then that wouldn’t have anything to do with the IMEI. A wrong IMEI means you would have NO DATA at all.
